Accused of murder, Tampa Bay's most wanted elude authorities

She keeps a yellowed newspaper clipping in her pocketbook. It's with her wherever she goes.
Michele Grimes unfolds it, stares at it. A man's face looks back.
Rick Joseph, the caption states.
Detectives say this man murdered her 17-year-old son four years ago, then vanished.
Grimes, 50, feels frustrated, angry. Where are you, she wonders.
"They know who killed my son," she says, shaking her hands in the air. "It's so frustrating."
Other mothers feel the same pain. Fathers, siblings, grandparents — children, too. They know who authorities think murdered their loved one, but they have no justice.
The suspected killers have eluded authorities.
In Hillsborough County alone, 42 people wanted for murder are still at-large. Pinellas authorities are seeking eight people. In Pasco, two are wanted.
There's the man stabbed to death at a New Year's party. The man shot over a soccer game. The woman accused of murdering her husband's mistress.
Hillsborough's oldest case is from 1978. Clearwater has one from April.
They're not cold cases; authorities say they have evidence to send the suspects to jail. The law just has to find them.
But finding suspects in serious crimes can be particularly challenging, even for officials with sophisticated databases and search methods.
"When you commit murder, you will do pretty much anything to not be found," said Cpl. Tony Vidal of the Hillsborough County Sheriff's Office warrants division.
They assume other identities, cut off ties with loved ones and never return home — drastic lifestyle changes that those accused of lesser crimes likely won't make, Vidal said.
Several of Hillsborough's wanted are believed to be in South and Central American countries. Extradition isn't as much an issue as getting local authorities to cooperate, Vidal said.
At home, good leads usually dry up quickly — after authorities have visited all of the places the suspect is known to frequent and interviewed friends and family members.
After that, detectives depend on tips. Sometimes, people recognize a face and call Crime Stoppers. Other times, an associate decides to come forward.
Detectives also routinely search their databases in case a suspect lets down his guard. Just last April, authorities nabbed a man wanted in a 2008 murder because a female associate registered for utilities in South Florida.
"Turns out she was ready to talk," said Hillsborough Master Detective Marvin Johnson.
The woman pointed to Tennessee, and authorities caught Gregorio Chino-Ronquillo, 29, in a traffic stop in Morristown. He's back in Hillsborough now, awaiting trial.
A big break like that hasn't happened in the search for Rick Elisee Joseph, 25, wanted in the 2007 fatal shooting of Michele Grimes' son, Marcus Johnson.
Detective Johnson said he believes Joseph fled the area, got underground and made new friends who have helped him.
Over the years, tips have trickled in, he said. And with the help of the U.S. Marshal's Fugitive Task Force, detectives have followed leads to Jacksonville and New York. They didn't pan out, Johnson said.
Detectives haven't received any new tips lately, he said.
But the file is on Johnson's desk, and Joseph's mug is featured on the sheriff's website's Top 10 Most Wanted. The detective said he figures Joseph can't run forever.
"We will get him. I have no doubt about it," Johnson said. "And when we do, we'll be jumping around the office."

Sanchez shot Tito Guerrero, 24, with a rifle as Guerrero sat on the hood of his car in a Wimauma migrant camp, deputies say.
Suspect: Gabino Cadena, 52

Cadena shot Paulino Ibarra, 43, to death during an argument at a Ruskin migrant camp, deputies say.
Suspect: Ana H. Bonilla, 46
Incident date: Sept. 23, 2000
Bonilla shot her husband's mistress, Ingri S. Banegas, 20, to death at a Lutz home, deputies say.
Suspect: Jose Luis Fuentes-Garcia, 25
Incident date: Dec. 31, 2005
Fuentes-Garcia stabbed Johnny Mondonaldo-Padilla, 21, during a fight over money and CDs at a New Year's party in Tampa, deputies say. They believe Fuentes-Garcia may have fled to Honduras.

Three men approached Pascual Garcia-Lopez, 27, as he sat outside his Dover mobile home. Two of them pulled out guns, and Martinez shot Garcia-Lopez, deputies say.

Villegas-Cintron stabbed Victor Cruz-Romero, 20, as he sat inside his vehicle, deputies say. They believe Villegas-Cintron is in Puerto Rico.

Robles shot Jeronimo Murillo, 24, during a fight at the Dallas Bull bar in East Hillsborough, deputies say. They believe Robles may be in Louisiana.

Incident date: Dec. 30, 2008
Lopez-Rios kidnapped Filadelfo Coria-Tirado, 36, from a Brandon home, took him to a parking lot and stabbed him, deputies say. They believe Lopez-Rios is in Mexico.

Incident date: Oct. 5, 2010
Sanchez-Mercado and his friends got in a fight with twin brothers Felix and Gregorio Santana in Riverview, and during the argument, deputies say, Sanchez-Mercado shot the twins. Gregorio Santana, 23, died.

Incident date: April 3, 2011
Police say Caldwell shot Derrick Kelly Harris, 23, and William John Hamilton, 30, during an outdoor gathering near LaSalle Street and Dr. Martin Luther King Jr. Avenue in Clearwater.

Over the last 5 years or more my cousin's neighborhood turned in to a drug hole where every house except for his is a drug house and many have absconded felons in them. The police and corrections are well aware of this, they profit from it. You are kidding yourself if you believe that TPD doesn't have a fat hand in teh drug trade. My cousin called TPD to report his dog stolen and met TPD at the house where the dog was seen at. The guy living in the house had felony warrants out for him and presented a fake ID. Two police officers were made aware of this. a. refused to file a report on the stolen "property" as mandated by law. b. refused to run a warrant check on the suspect's real name. c. the suspect is part of a puerto rican gang d. he disappeared the next day e. his warrants were gone a week later yet he was never arrested. Now you can better guess what the problem is here. They DO NOT do THEIR JOBs, they are busy with other things. stackin cheddar.

Operation Rainmaker, a yearlong effort by local and federal law enforcement, netted more than $130 million in fraudulent refunds, cash, jewelry, cars and entertainment systems, officials said at a Friday news conference.
Tampa police Chief Jane Castor said the scheme is so prevalent that investigators fear they've "only reached the tip of the iceberg."
According to court records, here's how it works:
A suspect obtains someone's name, Social Security number and date of birth through fraudulent means. After checking to make sure the Social Security number has not been used to file a tax return, the person files online, through companies such as Turbo Tax. That gives him the option to receive the refund on a prepaid debit card, treasury check or direct deposit.
Officials say the crime nets perpetrators thousands of dollars, enough for luxury vehicles and other extravagant purchases. Ten of the 19 vehicles confiscated recently served as the backdrop for the news conference. Included in the bunch was a pristine white Mercedes-Benz CL550.
It is not a victimless crime.
Tampa police Lt. Mark Scott tried to file his tax return via Turbo Tax online this year, only to have his claim rejected.
"It said something was wrong with my Social Security number," he said at the news conference, which included officials from the U.S. Secret Service, Tampa police, Hillsborough County Sheriff's Office and the U.S. Attorney's Office.
Scott soon found out that someone had filed for a tax return in his name and received a refund. When he tried to get access to his tax information to help investigators, the IRS told him it could not give out that information.
Castor said tax laws designed to protect citizens hinder local law enforcement agencies from bringing tax thieves to justice.
"It felt like I was victimized twice, once in the identity theft and again by the government," Scott said.
The Secret Service dubbed the project Operation Rainmaker, named after a hotel party that Tampa narcotics officers broke up where several people were caught filing fake tax returns and expecting the money to "rain down" on them.
Detective Sharla Canfield said Tampa police began discovering people with prepaid debit cards in other people's names, ledgers and computers during routine traffic stops.
"It upsets me," Canfield said. "I get frustrated because I work for a living and these people are driving better cars and living in nicer houses and they've never worked."
Barney Morris, assistant inspector in charge at the U.S. Postal Inspection Service, said that nearly 10,000 fraudulent refunds have been intercepted since the start of the operation. Police have recovered nearly $10 million in tax refund debit cards in the past six months. "The average value of the refund is usually $5,000," Morris said.
Suspects have the refunds mailed to vacant homes, co-conspirators and even the actual addresses of the victim.
"They sometimes watch the victim and know what time the mail comes and intercept the card before the victim even knows what's happened," Morris said.
Sometimes things get violent.
Mail carriers have been robbed at gunpoint by people asking for prepaid debit cards issued by the Green Dot corporation. A carrier in Miami was shot and killed after a robber asked for "Green Dot" cards, Morris said.
Castor said many of the suspects have admitted to committing the fraud because they didn't think it was a crime. Word got around that police weren't even investigating cases.
She said don't believe the rumors.

I have a brilliant idea... make TurboTax and the other tax filing companies stop issuing refunds to prepaid debit cards. That sounds like a perfect scam opportunity to me. Also, if you can't prove that the name on the return matches the bank account, then block the direct deposit too! And what's the deal with Green Dot cards? YO YO YO, gimme me GREEN DOT, bee-yach!

It was IRS idea to issue debit cards so people without a bank account could get refunds in a timely manner. Green Dot cards are the same as debit cards. The safest way to receive a refund is by direct deposit. It is also the fasted way to receive a refund.

Mere pennies in comparison to what most large corporations steal in taxes every day. We need tax reform so that the larger companies pay a share along with the wealthiest. When the rich say they don't pay enough in taxes then you know the tax codes are in dire need of an overhaul.

Charles M. Fox, 37, faces an array of sex charges, with additional charges possible.
TAMPA — Charles Fox was the king of his little green house.
In the middle of South Tampa, police say, he ruled a home packed with young women he recruited from bars and restaurants, including Hooters and Applebee's.
Online, in escort ads, he posted pictures of them in lingerie. Guaranteed you won't be disappointed. Then he went to Walmart and packed purses with condoms and hygiene items. He told them how much to charge for sex.
And, police say, he took every cent.
For two years, police tracked suspected pimp Charles M. Fox, 37. Detectives watched him drive young women to Westshore area hotels, waiting outside to collect the cash.
Last month, police arrested him at the Intercontinental Hotel, where they had orchestrated a sting.
Fox was charged with five counts of sex trafficking, four counts of forcing another to become a prostitute, four counts of deriving support from proceeds of prostitution, five counts of unlawful use of a two-way communications device, four counts of renting space for the purpose of prostitution and two counts of sexual battery.
He remained in jail Thursday. Prosecutors say they're reviewing additional charges.
Fox came to Florida four years ago with an armed robbery conviction and prison time in his past. He bought a 2005 Yukon Denali with darkened windows and flashy chrome rims, and he rented a home at Euclid Avenue and Renellie Circle.
Fox ran the operation with a compact laptop and disposable phone, according to police. He told the women: Make client undress first, take cash upfront.
He recruited them through lies and kept them with intimidation, according to the women's statements laid out in several police reports.
A few women told police he promised money. One said Fox told her she'd live the "good life."
One woman known as "Jayda" told police she met Fox at Ybor City's Club Skye in January 2010. He persuaded her to move into his house and promised to help her fight a custody case.
But within a week, he had persuaded her to prostitute for him, police records state.
She later told police that he didn't allow her contact with friends and monitored everything she did. He suggested she get his nickname — Boogy — tattooed on her left hip so she'd be branded, police wrote.
One time he beat her and tied her up, she told police. They took photos of rope burns.
Fox kept other women working with Xanax, alcohol and marijuana, according to the report. He also threatened them, and talk of his violence traveled through the group.
One woman told police Fox regularly beat her, and she often had sex with him against her will.
One woman said she made $18,000 in a month. Another said she averaged $28,000 a month.
Boogy kept it rolled up in $1,000 wads, one of them always in his pocket, police wrote. He told one woman where to find bail money, just in case.

Make medical exams mandatory to control social diseases. Destigmatize the oldest profession and legitamize it and starve pimps and organized crime of the profits that make them larger than they would otherwise be.
Just do it.
Same goes for drugs.
Think of the money that would be saved by not having to waste LEO resources on victimless crimes. Not to mention the money saved from incarcerating low level operatives. Make both legal and create jobs for those that ordinarily have a hard time finding employment once they have served their time.

Charles M. Fox, 37, faces an array of sex charges, with additional charges possible.
TAMPA — Charles Fox was the king of his little green house.
In the middle of South Tampa, police say, he ruled a home packed with young women he recruited from bars and restaurants, including Hooters and Applebee's.
Online, in escort ads, he posted pictures of them in lingerie. Guaranteed you won't be disappointed. Then he went to Walmart and packed purses with condoms and hygiene items. He told them how much to charge for sex.
And, police say, he took every cent.
For two years, police tracked suspected pimp Charles M. Fox, 37. Detectives watched him drive young women to Westshore area hotels, waiting outside to collect the cash.
Last month, police arrested him at the Intercontinental Hotel, where they had orchestrated a sting.
Fox was charged with five counts of sex trafficking, four counts of forcing another to become a prostitute, four counts of deriving support from proceeds of prostitution, five counts of unlawful use of a two-way communications device, four counts of renting space for the purpose of prostitution and two counts of sexual battery.
He remained in jail Thursday. Prosecutors say they're reviewing additional charges.
Fox came to Florida four years ago with an armed robbery conviction and prison time in his past. He bought a 2005 Yukon Denali with darkened windows and flashy chrome rims, and he rented a home at Euclid Avenue and Renellie Circle.
Fox ran the operation with a compact laptop and disposable phone, according to police. He told the women: Make client undress first, take cash upfront.
He recruited them through lies and kept them with intimidation, according to the women's statements laid out in several police reports.
A few women told police he promised money. One said Fox told her she'd live the "good life."
One woman known as "Jayda" told police she met Fox at Ybor City's Club Skye in January 2010. He persuaded her to move into his house and promised to help her fight a custody case.
But within a week, he had persuaded her to prostitute for him, police records state.
She later told police that he didn't allow her contact with friends and monitored everything she did. He suggested she get his nickname — Boogy — tattooed on her left hip so she'd be branded, police wrote.
One time he beat her and tied her up, she told police. They took photos of rope burns.
Fox kept other women working with Xanax, alcohol and marijuana, according to the report. He also threatened them, and talk of his violence traveled through the group.
One woman told police Fox regularly beat her, and she often had sex with him against her will.
One woman said she made $18,000 in a month. Another said she averaged $28,000 a month.
Boogy kept it rolled up in $1,000 wads, one of them always in his pocket, police wrote. He told one woman where to find bail money, just in case.

Same goes for drugs.
Think of the money that would be saved by not having to waste LEO resources on victimless crimes. Not to mention the money saved from incarcerating low level operatives. Make both legal and create jobs for those that ordinarily have a hard time finding employment once they have served their time.

Emergency prank draws sheriff's deputies to unsuspecting Brandon family

BRANDON — Debora Marshall wasn't sure what she was witnessing. She came home from work to find sheriff's cruisers blocking streets in her sleepy Timber Pond subdivision. Deputies with guns drawn and bulletproof vests surrounded her house.
"They had it blocked off at both ends. I thought a murderer was on the loose," she said.
So did the Hillsborough County Sheriff's Office.
Authorities thought her son had killed her.
"My son was home and clueless," Marshall said. "I was at work, and all my neighbors thought I was dead."
In what appears to be the first incident of its kind in Hillsborough County, someone falsely and anonymously reported a murder and hostage situation that easily could have drawn a special weapons and tactics team — and deadly consequences.
Authorities are still investigating that Aug. 9 bogus call. It has since escalated into a federal case, said Sheriff's Office spokeswoman Debbie Carter.
The Sheriff's Office learned the report of the fake emergency came from out of state and was filtered through an online service for the deaf instead of coming through the 911 system.
Marshall, 51, said she believes her son is the victim of "swatting" — a prank hackers and phone phreakers have used for a decade to draw a SWAT team to the door of an enemy.
"I just don't understand how anyone could do this to someone," she said. "I just thank God because my son could have been killed."

Jonathan Marshall, 21, was home alone as deputies surrounded the house, pushed neighbors inside and blocked access to his subdivision.
He had decided to head over to a neighbor's house and stepped out his front door.
"Get on the ground!" deputies shouted as a stunned Jonathan Marshall saw dozens of guns and rifles pointed in his direction.
He got down. He was cuffed and questioned. Deputies searched for his supposed victims.
The person who reported the emergency said he had killed his mother, had an AK-47, a house full of bombs and a little sister locked in a closet.
Carter said Jonathan Marshall had gotten into an argument with another Microsoft Xbox Live player online.
"This may have been retaliation," she said.
Debora Marshall's neighbors looked at her like she was a ghost as she approached the police tape that afternoon.
Investigators eventually realized the call was a hoax — Jonathan Marshall didn't even have a sibling — and released him.
He was unharmed, but shook from fear the first time he left home afterward, his mother said.
Neighbors told her in the days afterward how afraid they were during the incident, and how scared they were she was gone.
"We're close-knit," Debora Marshall said. "It was really tense around here. Really tense. We just need to heal and they need to heal."

"Swatters" are out for entertainment, intimidation and revenge, according to the court documents from several convicted pranksters.
From 2002 to 2006, Dallas FBI agents tracked a group of suspected "swatters" who lived all over the country but frequented the same telephone party line.
The FBI said five suspects were responsible for 100 "swatting" calls in 60 cities, with some of the victims in Texas.
The methods of disguise included fake-phone number generating "spoof" cards, hacking phone systems to use someone else's number or using TTY phone services for the deaf.
Several of the now-convicted participants made the false calls to draw SWAT teams to the homes of people more than once. One victim in Victoria, Texas, was "swatted" 12 times.
Most incidents didn't end in violence, only inconvenience for the victim and first responders, according to an FBI fact sheet.
But there were close calls.
In 2007, a California victim heard rustling outside his home and went to check it out after picking up a knife from his kitchen. It was a SWAT team gathering outside. He wasn't injured.
Not every armed suspect a SWAT team is after is so lucky.

Authorities have tried a number of ways to combat a relatively new crime. The results vary.
In the case of the California victim, a teen from Seattle was sentenced to three years in prison for making the false call. The state formally charged the perpetrator with false imprisonment, assault with a deadly weapon, misuse of the Internet and filing a false emergency report.
Those state remedies haven't been tested in Florida.
When Dallas FBI agents took down the ring of swatters, they were all convicted in federal court of conspiracy to use access devices to modify telecommunications instruments and to access protected telecommunications computers. Some of the stiffest penalties were five years in prison and thousands of dollars in restitution.
Without federal communications laws, states have fewer prosecution options.
Making a false 911 call is a first- degree misdemeanor, which carries a jail sentence of up to one year and a fine of $1,000, according to Florida statutes.
But even then, if swatters use third-party services and don't call 911 directly, they aren't likely to be charged under that law, the Sheriff's Office's Carter said.
Carter said she hopes jail time served by other "swatters" will serve as a sufficient deterrent.
"There's really nothing you can do (to prevent false alarms) when it comes to the 911 system because we so rarely receive Internet calls," Carter said.
Debora Marshall said whoever made the call about her son did so to harm her family. She wants justice. And she wants peace.
"I'd never heard about anything like this," she said. "But my situation compared to others is pretty darn lucky."

Great parenting skills out there in America. Children living at home when they are 21. Yeah, right!! Adults cannot stand on their own two feet and get a job and have to go to mommy and daddy to get a free roof and three squares. Of course, a little partying money also, and of course time to spend playing XBOX instead of looking for a job.

Those are the people who need to pay for this not the victim. I hope this family will recover from this ordeal and that the police will find and arrest these ignoramouses. This is not a joke this is a serious offence. Had this 21yr old turned around he would have been shot dead, Had he had a cell phone and reached for it he wiold have been shot and this is standard procedure if it appears he is resisting or reaching for a weapon. This could have ended horribly for all involved. Thank God all at the scene had their witts about them and no one was shot or killed.
Hats off to the police and the victims for using their brains and common sence.

Xbox would not be around if no one bought it nor played it. Maybe the 21 year old is there because his mother may need the help. I understand that 911 responders do not have time to question EVERY emergency call but one coming in from a TTY or the internet? Seems to me I would question why (especially with the internet one) there was no phone call.

Those are the people who need to pay for this not the victim. I hope this family will recover from this ordeal and that the police will find and arrest these ignoramouses. This is not a joke this is a serious offence. Had this 21yr old turned around he would have been shot dead, Had he had a cell phone and reached for it he wiold have been shot and this is standard procedure if it appears he is resisting or reaching for a weapon. This could have ended horribly for all involved. Thank God all at the scene had their witts about them and no one was shot or killed.
Hats off to the police and the victims for using their brains and common sence.

I'll bet it took those boneheads way too long to admit it was a bogus call, but not before they had thoroughly checked the house. As dfpetrano has pointed out this will be a way for the police to get around getting a warrant. Only the dimwitted do not yet understand that the police are a gang of thugs who are not about protecting the citizenry. They are there to protect the establishment. They are extremely dangerous, and are virtually never held accountable for their crimes and excesses. We are living in a police state.
